San Francisco's "sanctuary city" policy - as it was implemented until recently - put the welfare of juvenile gang-bangers and drug dealers, who also were illegal immigrants, before the safety of law-abiding residents who are victimized by gangs and thugs.

As The Chronicle reported Sunday in a story by reporter Jaxon Van Derbeken, one beneficiary of that policy is Edwin Ramos, 21, who is charged with killing Tony Bologna, 48, and his sons Michael, 20, and Matthew, 16 in a spectacularly senseless shooting spree on June 22. If Ramos is guilty, San Francisco political correctness and a federal immigration screw-up may have devastated a once happy family.

Edwin Ramos, the reputed gang member accused of killing a San Francisco man and his two sons on June 22, apparently gave authorities plenty of notice about his contempt for the law.

His actions practically begged for his deportation. Yet Ramos kept sliding through the cracks, released back to the streets for the next crime. The leaders and bureaucrats whose policies and inattention allowed him to stay in this country had better hold their breath and hope it can be established that someone else killed Tony Bologna, 48, and his sons Michael, 20, and Matthew, 16, near their home in the Excelsior district.

Opponents of the 1989 ordinance that made San Francisco a sanctuary city for illegal immigrants will try to use the Ramos case to discredit it. Their outrage would be misdirected. That ordinance never was designed to shelter criminals. A 1994 memo from the city attorney's office to the probation department made it clear that the exception to allow the deportation of criminals would apply to "both adults and juveniles" accused of felonies.

Ugh, I'm from SF, and our mayor is such a smarmy bastard. Newsom sounds pretty good when he's giving his speeches, but then you look at the policies he supports and, well, it's hard to tell which is slicker: him, or his perennially meticulous hair.

In short, he's pushed for a somewhat shady deal with a real-estate developer named Lennar; campaigned against a proposition to buy out our local electrical service from PG&E to run it at-cost; and generally taken the pro-big-business side of every decision that has a pro-big-business side. He's also got almost Republican-esque ideas about criminal justice, though not quite as bad as his big business fetish, and he has surprisingly pro-car, anti-transit attitudes for a San Franciscan.

Basically, other than the gay marriage and a few other social issues, he's at best what the rest of the country would call a centrist. The gay marriage bit was a popularity ploy: it managed to coast him through his 2007 re-election, as well as put his name in the hat for an eventual run at the governorship. I'm sure he believes in it as a cause, but I don't think he'd do anything about it if he didn't see a political benefit to doing so.
