So, can the average Jane or Joe get in on this lottery by submitting an application and paying the fee? Or must one show intent to actually open a retail establishment?

@2 The main barrier to entry is a location that complies with zoning requirements. That plus $250 gets you in the big lotto. Nobody without proper land will be in the game, and the rest of the details are relative child's play.

The organic requirement is kind of bullshit. Washington State doesn't require food or cigarettes to be organic, but it requires pot to be? That is sort of hypocritical. The rest of the requirements (except the hash ban) make sense.

Still no mention of whether or not medical marijuana will be taxed at the same rate as recreational marijuana. Despite 502 explicitly mentioning no alteration of the existing medical marijuana initiative, I have a bad feeling about this.

@7 The organic requirement is, at least in part, due to the fact that no products are approved for use on cannabis, except to kill it.

@9: Thanks for that link. I guess the feds might not act on people growing pot due to a popular backlash, but they would love the excuse to attack the same people for using the wrong pesticides. Oh well, it is only a minor issue.

@11: If food can be made safe inorganically, then pot can be made safe as well. The point is that pot shouldn't be regulated more strictly as far as pesticides than other crops that are known to be safe. You don't get a heaping side of Roundup when you eat corn. Why should pot have to face this double standard?

The last rule for pot could be equally applied to every other (food) product on the market and I'd be okay with that. And I am excited to be picking up my chronic legally instead of through some shady dude.

If the goal is to destroy the black market we will eventually need to extend the hours. These rules leave a huge window for black marketeers to hit the clubs after midnight.

The LCCB should tread easy if they want to come in under black market prices. It sure seems a heap of costly regs. are being thrown in. Thank goodness they have reconsidered Hash & Oils. Also outdoor grows,all this will enable lower costs. The only reason cannabis commanded higher prices is, because it is illegal. Once the Feds. actually back off of the states, the price will drop dramatically. Think about it, all these guys/gals out there growing & selling with no fear, Tons available @ least on the black market & all prices will reduce. But really, what is the weight of a pack of tobacco cigaretts. It is about 3/4 of an ounce. Thats about all your gonna be able to get for the same amount of Cannabis. Actually the tobacco may be more expensive. this is when the federal government says it is legal.

@8 - for someone who 'pays attention', you seemingly didn't. 502 didn't have any language in it that affected medical marijuana in this state in any way. Talk to Chris Hurst of you want to keep the legislature from taxing/regulating the medical marijuana market, because this is the legislature doing what they could have done all along.

So BHO has trace amounts of butane in it, bubble hash has trace amounts of water, RSO has trace amounts of propanol. Concentrates are adulterated without adding anything. Why would the 100 mg rule apply to a smokable product? To all you idiots that voted for I-502, pot was already legal, all you had/have to do is get your medical recommendation. No real medical problems? That's ok, if you pay the $200, you get the recommendation. Most growers use chemical fertilizers and may have never grown organically. I've been growing since 2000 and plan on applying for a grower's license, if I'm forced to grow organically, I might as well throw away my 13 years of experience.
