Point one: Wow. Cheapskates. I always assumed it was built in to most school's tuition (it was in mine). And under current law couldn't his parents have covered him up to age 26?
Point two: Sounds like he should sue.
Here's what it is.
It's the same Seattle bullshit that when they want to get your money tell you it's a "safe convenient way for cyclists to glide to work in Cascadian splendor", but when the trolley, trail or luxury condo kills, maims, falls on to the top of you, they claim that you were being "stupid".

My guess is that he is one of those bat-out-of-hell cyclists who nearly knocked me over 100 times while walking the trail home from classes. You don't break both arms just falling from a bike--you need to be thrown at a pretty high speed to do that. And it is not as if this is the only bump in the trail. It is a trail, not a road, and even pedestrians need to watch their footing at places (despite it being paved). And suing the parks dept. for this would just limit their budget when it probably wasn't even their fault at all. What next? Will they need lighting along the entire trail for nighttime cyclists? Traffic lines, etc.? He needs to do a fundraiser or something. It sucks to be him, but I'm guessing it was still 99% his fault.

Two things:
1: smoking in many public places is already against the law, and those laws should include canibus.
2: medical canibus patients should be exempt from getting a ticket, as long as they have documentation and are not smoking in the same space as is illegal for tobacco.
You might be surprised at the kinds of injuries that can occur in low-speed bike accidents. You can crack your skull falling over while stopped at a stoplight.
I am probably one of those bat-out-of-hell cyclists you mention, and my opinion is that the guy who broke his arms was just another putz on a shitty mountain bike, listening to his iPhone and not really paying attention to much. . He hit a bump he wasn't expecting and his meager bike handling skills caused him to lose control and eat shit. Since he probably doesn't know how to dump a bike correctly, he likely fell in an awkward, incorrect way increasing his injuries. Truly skilled cyclists are probably aware of the apocalyptic nature of the trail in the UW and ride accordingly.
When anti-islamic protesters filled Tahrir Square in the lead-up to the coup, SLOG was breathlessly reporting every tear gas cannister.
But now that pro-democracy protesters are being fired upon with live ammunition, and slaughtered by the dozen, all it merits is a mention in the morning news round-up.
It seems The Stranger holds the same view as the American right-wing press: if a violent crackdown is only disenfranchising mere Muslims, then it's unfortunate, but not really worth the trouble of spilling any extra ink.
Or at least not when there's a new supermarket planned in West Seattle, or a bar somewhere in America still serving Stoli— now that's the sort of thing that merits daily SLOG posts and extra effort and lots of political analysis.

It has gone up a little since I went there, but unless you have a child or a spouse, it costs about $700 per quarter.
I suspect that inattention rather than speed was the cause of this accident. A skilled rider can safely ride a bike quite fast - far faster than the un-posted limit of 15mph on trails in King County - provided they're paying attention (and another inattentive person doesn't get in the way, which is all too common on the BKT).
No cyclist is immune from the awful combination of speed and murphy's law, no matter the skill he or she has.
But yes, indeed those inattentive people do get in the way, like little old ladies (sorry Phoebe), families with toddlers -- so annoying.

If shadows, curves, sight-lines, and inclines were so hazardous on the BKT, then the hundreds - if not thousands - of other people who use the BKT on a daily basis wouldn't do so without incident.
Given your cocky attitude, it's just a matter of time.
I've been racing bikes most of my adult life and don't know anyone who hasn't been injured on a bike - some from high-speed crashes while racing, some from falling over at a stop-light when they had a 'brain fart' and couldn't/didn't unclip from their pedals.
Mine came when a car ran a stop sign - if anyone's attitude was to blame it was the driver who either ignored my approach (from a direction without a stop) or 'didn't see me' in spite of my flashing headlamp and brightly colored jersey.
Am I cocky to think my next injury won't be two broken arms as a result of hitting a bump on the BKT that thousands of other riders avoid every day? Maybe - but it wouldn't be the first time I've been called a cocky SOB, so what the hell.
