Analogies: Where the Catholic church went so far astray because they treated rape as a sin, and not as a crime. The U.S. military seems to think rape is a discipline problem, not a crime. The church and the military believe they know how to handle sin and disciplinary problems, respectively, better than anyone else, and so in their arrogance they totally screw up dealing with a heinous crime. Except that Raku will probably chime in to this thread to say, the real problem is that in both cases the power structure is overwhelmingly male. And, truth is, she's probably right.

Wait What? Sex crimes committed by U.S. military personnel in Japan. We should do something about that. My first memory of hearing this story was idk around 1980. Sad that it is still going on. It's not like we haven't had time to address it.

Ohfercrisakes! Men need sex! Open brothels by military bases. In all of human history, no army has been forced to go without sex. This moral high horse we're always on causes us these problems.

Once upon a time during the Korean conflict, a mother complain to her congressman, that her son said he preferred to stay "on line" rather than take a pass to the rear. He told his mother the only thing to do was get drunk and go to whore houses. The congressman complained to Marine Corp Commandant Gen Chester Puller and questioned him about all this sanctioned immorality and sin. I also believe the term hookers is a nick name for the prostitutes that massed near civil war General Hooks soldiers as they deployed around Washington DC. #6 is pretty much correct.

Seriously now, there is a world of difference between rape and sport fucking. The military leadership at all levels better get a hold of the rape shit.

In the 1990's, I first heard that U.S. soldiers in Japan--Okinawa?--had been accused of raping a 12-year-old (girl). I thought that was a one-time thing, but every few years you hear in the news, both U.S. news and reporting from other countries, that U.S. soldiers in Japan have been accused of having sex with children.
