The Bell Street Park seems like one of those projects they tried in dying downtowns in the 1970's (Nicolette in Minneapolis, Woodward in Detroit, etc) but this one might actually work - mostly because of the popularity of Downtown Seattle.
I think they found the one thing they finally got tired of talking to death. Now the conversation will be so different by exchanging the word "sidewalk" for "park".

The police department will post an updated map of suggested hangout spots every day using social media, sending cops to those areas when possible, but also relying on residents to jog or walk their dogs there.
Imagine if we could retake all the No Man's Lands in our metro areas and make them fit for middle class people to live in by running the criminal gangs and psychos off the range?
