Considering that most child abduction is not done by "masked men" jumping out of vehicles, (49% by family/parents), I'd say these fools deserve several rounds of a serious spanking. Start with "disturbing the peace" and move on from there.
2
Assholes.
3
Sounds like an episode of It's Always Sunny in Philadelphia.
4
What @1 said. That's not what abductions look like. That's what assholes look like.
5
@1 Certainly disturbing the peace. Possibly a few other infractions. Resisting a citizens arrest?

Doesn't matter. Where their real punishment begins is in civil court. Everyone who was given half a heart attack is entitled to recover actual and punitive damages.

There was no excuse for this. If you're going to film something like this, script it and do it so everyone can see you're doing a staged shoot. Make it obvious who's on camera and who's directing. Do a few takes, do the close-ups first. Shoot the van scenes last, and then everyone comes back to the park to wrap up.

Decent editing software is dirt cheap these days. Sony Studio is awesome for the money.
6
Permits - I'm not a fan of government regulation, but this is why permits are required for filming in public places.

"We needed real reactions." Ahem.... hire actors and have them act.
7
It's entirely possible that somebody could have been injured trying to prevent what they though was a genuine kidnapping.

That's why you don't stage fake gunfights, abductions or robberies in public, people.
8
Freedom of speech goes out the window because people were scared!

Better make some charges to protect peoples feelings.
9
@8: Yelling fire in a crowded theater, idiot.
10
@8

You don't actually know what Freedom of Speech means, do you?
11
This reminds me of a "prank" I heard about once where some idiots glued an infant car seat to the roof of their vehicle and then drove around town. Good Samaritans were running into traffic to get the attention of the driver, etc.

Sociopaths.

forget it, jake, it's PA.

99.8% of the children who go missing do come home.

Nearly 90% of missing children have simply misunderstood directions or miscommunicated their plans, are lost, or have run away.

9% are kidnapped by a family member in a custody dispute.

3% are abducted by non-family members, usually during the commission of a crime such as robbery or sexual assault. The kidnapper is often someone the child knows.

Only about 100 children (a fraction of 1%) are kidnapped each year in the stereotypical stranger abductions you hear about in the news.

About half of these 100 children come home.

@9, @10 except fire in a theater endangers others due to the stampede.

People getting freaked out at a park doesn't apply.

you realize they used to use fines like this to jail gay/interracial people holding hands in public

"disturbing the peace"

Google says swearing in front of children is disturbing the peace in nebraska.

knee jerkers need to be careful what they ask for.
15
@14

And pretending like you're abducting a child can results in unintended dangerous actions by the witnesses. What if the person chasing the car for the plate number had been injured in the pursuit. Just because there were no accidents THIS TIME doesn't mean there couldn't have been or won't be in the future.

And, please explain what free speech issue has been violated.

The AP notes: "They could be charged with misdemeanor dangerous conduct or with failing to obtain a permit, City Attorney Craig Ritchie said."

That sounds about right. Having some trouble finding out where the state law spells out what dangerous conduct is -- that'd be interesting to read.
17
this sounds about as an authentic excuse as those jackasses that knocked down the rock formations in Goblin Valley State Park and didn't they get slapped with a fine and lose their Boy Scout Leader status' for that? These douchecanoes should at least have to stand on the street and let passer-bys slap the ever-loving shit out of them
18
Sure glad I wasn't "envolved".
19
Can we all agree that was stupid and focus on the real crime here: that font. It's the most eye-gouging font I've seen in awhile. It's like a bastardized 50s font that is not scary funny or retro.
20
@14 The real reason that stuff like this needs to be prohibited is that when a real child abduction occurs proper action will be delayed because people will think it is just an act like this.
21
@18,

That felt like a poor man's easter egg, an appropriately idiotic reward for seeing that display through to it's sad conclusion.
22
@14 I realize you're a troll, but for those semi-trolls on the edge of trolling here is the issue:

Those dumb fucks wearing masks and staging the abduction of a child in front of unwilling, unknowing, bystanders and speeding off in a van could have easily gotten them selves or somebody else killed - either by one of those much talked about, but rarely seen, Good Guy's with a Gun. Or by a cop. In fact the cop on the scene stated he was ready to kill them.

It's called deliberate malicious provocation and inciting panic. And if it results in violence or death it would be THIER fault. Hence the act of provoking a panic is illegal.

So they get themselves hurt or killed, which would be a good outcome for these morons. But the problem is they basically ruin the life of the person who mistakenly kills them.
23
I have reported this video to youtube as containing harmful or dangerous acts. Please do the same using their report tool. This is obviously a prank since all these clowns other videos are pranks as stated in titles. How would this help prevent child abduction anyway?
24
@22 no actual law was broken here, and the butthurt people involved are attempting to invoke a bad, vague, standard to punish them because like yourself they go upset.

These are the same undefined notions that get people for "resisting arrest" "obstruction"

We should make some laws, in case people get upset, because you know consequences.

Its not like they could ever get abused, finding an example from say today, wouldn't be possible.
