For all the flack that Schell got for cancelling the 2000 New Year fireworks, it should be remembered that the person who was stopped at the U S border was a terrorist-type from before 9/11 days, who did want to cause mayhem. Schell never got credit in retrospect for doing the wise thing.
Sorry about his death, however, Schell as Mayor, for all his pro-business accolades, did nothing to further the cause of much needed right of way public transportation for the city.
Schell was a crappy mayor and a crappy "acting dean of architecture" at UW (and I have first-hand experience with both of those), but he was really good and effective as DCD director and head of Cornerstone Development. Cornerstone did a wonderful job of restoring and developing blocks in Pioneer Square. The Watermark Tower/restored brick housing/Alexis Hotel are all stunning examples of the right kind of urban development.
His projects in Portland and Langley are also exemplary.
R.I.P.
Paul Schell was an asshole, even by Seattle mayoral standards. He was apparently a little mental, too; who else who campaign for re-election on the very spot where a black motorist was murdered by Schell's fascist police? Kudos to Garrett for clobbering Schell. Garrett's just about the only Seattle candidate for public office I have any respect for.
