I'm guessing that dude has been making punk records with relatively low budgets for about 20 years now. Maybe he wants to challenge himself and work a little bit outside his comfort zone?
Also, pressing vinyl is really expensive these days and the margins are shit. For most band/labels the cost on an LP that sells for $15 is damn near $10. If he's pressing a few thousand of these, that'll eat up a chunk of that $45k pretty quick.
