Why not? Any Councilmember can introduce any legislation, even if it goes to a committee on which he/she does not sit. Would it be wise? Without support from at least one member of that committee, probably not. It would be modified in committee. It could even die in committee. But none of this prevents it from being introduced.

But that wouldn't explain why the majority of Seattle voters equally dislike McGinn. Perhaps he's just not good. Could that be the reason? Bear in mind the adage: "When you hear hooves, think horses." Do you know what that is? You hear hooves, it could be a zebra. It could be any number of animals, but based on where you live (the US) and a major metropolitan area, it's more than likely going to be horses. To put it another way: The simplest explanation is the likeliest.

I don't think you mean modern. In architecture, modern is a specific style, generally from a specific period. Here's the definition: "Modern architecture is generally characterized by simplification of form and an absence of applied decoration."
It likely would belong to the post-modern style, but I think the word you were looking for was contemporary.
