Let's see. The only breed that I have been bitten by (not nipped or whacked sideways with the canines) was a cocker spaniel. So, uh.
I don't give a fuck who the owner of a loose, threatening dog is. I don't care what the back story is. I really, really don't care. I live in a rural area where too many people let aggressive dogs roam. When I'm walking, I carry dye pepper spray, so the dog gets a snootful of pain, and the owners don't get to pretend they don't know what happened when the dog comes running home and smears fluorescent dye all over the living room.
A strange, aggressive dog in my yard would likely be shot. (We see plenty of strange, non-aggressive dogs on our land, and we're fine with that, even if they shit all over everything.) Thankfully it's never happened. FWIW: a strange, aggressive human in my yard -- who obviously had the ability to act on their aggression -- might get the same treatment, but I think the police would be in a bit more of a hurry to respond to that call than to one about a mean dog.

I love dogs. I have dogs. I don't use corporal punishment on my dogs, but I have no problem with a physical response to an out of control dog. My job is not provide a learning experience for someone's dog -- it's to keep myself and my family from getting injured.
The homeless child analogy is not appropriate, because the worst-case scenario with an strange kid is usually just awkwardness or annoyance, not a trip to the ER.
