The Capitol Club is Casablanca romantic, with low-lying banquettes banked with dozens of tasseled and patterned cushions, an Oriental carpet, a few marble-topped tables, and candles all around. It's Capitol Hill's opium den—minus the opium, unfortunately, but with cocktails.
