The 100% Obama precincts in Philly probably involved shenanigans. (One invariant of voter behavior is that a small percentage of them vote wrong by accident, and one invariant of human behavior is that contrarians live even in the most homogenous populations.)

Anonymous' claims do seem rather far-fetched, given that the GOP's ORCA system, apparently designed as a Get Out The Vote aid, appears to have been notoriously balky and almost completely incapable of carrying out its primary function. So, the idea that this same application could have been sophisticated enough to somehow tap into Ohio Elections Office transmissions and revise e-vote counts on-the-fly without anyone noticing seems beyond credulity.
While it makes for a rather amusing "anti-conspiracy conspiracy theory", I think it's safe to say that Rove's election night tirade was predicated more on his (and the entire GOP's) hubristic over-confidence in their own enormously flawed polling data, and not to any reaction to some sort of vote-stealing scheme gone awry.

Anything that gets us to dump electronic voting machines is fine with me. Government does not do technology well (a combination of both frequent budget cuts and the inability to hire quality IT folks) and elections should not be outsourced to third parties.
What government does exceedingly well is both process and archive paper. Thus, we need to establish a national standard for paper ballots.

While I do think this is all mostly bullshit, I loved the tweet from Anon News that said something to the effect, "If this news was false, wouldn't Karl Rove be ranting on Fox News?" That is a pretty valid point.

@5 -- No, if you create an all black precinct, the chances of an 100% D vote are vanishingly low, for the reasons I stated above, unless the number of voters in said precincts are extremely low (which the precincts in question are not).

@16, you should read up on how LBJ stole his 1948 Senate election, with not just 100% of the vote in certain precincts but in one particularly hot one, the famous "Box 13", with the last 200 votes in alphabetical order (because they were copied from the registered-voter roll, all the names that didn't actually vote in the election until a few days afterwards, when the clerk voted for them after they knew how many they needed). This box later mysteriously disappeared.
But an overriding principle of GOP politics is that all votes by black people are fraudulent -- there are no black people, or if there are, they're all disqualified felons. Every Republican believes this in his heart of hearts.

@16 -- If I were going to fiddle an election, I suppose I would take pains not to make it obvious ... but I am not typical of the sort of people who try to fiddle elections. Precinct-level fiddlers have more partisan passion than plain sense, and they would tend to occur in extreme partisan precincts where pollworker collusion is easier.
We can rough-calculate how many extreme pro-Obama precincts it would take to produce the Chicago result (even if these precincts contained no Republicans, no local contrarians, no protest voters and no mentally challenged voters**) ... and such 100%-Obama precincts would add up to nearly twice the number of registered voters in Chicago.
