@1 - My guess is that the video will play at precisely 11:45 in a locked room in the basement of SPD HQ. This will be their idea of releasing the video to the public.

"Well, we gave you notice. It's not our fault you didn't get to the building on time and decode the riddle to figure out which room it was playing in and where the key could be found."
