There probably aren't many places where an encampment is truly dangerous. Too close to the street or on a steep hillside above the freeway, yes. The focus on sweeps is driven by the people who are embarrassed by physical evidence that people are living in such poverty in our wealthy city, and it takes focus away from really dealing with the root causes of homelessness. Dealing with that would be a change those folks really couldn't abide.

Well said, Tim Harris; ""There’s this perennial issue whenever the city does sweeps," Harris said. "They want to pay for more outreach workers… but the reality is the pipeline for services is so overwhelmed they don't really have anywhere meaningful to get people to. The shorthand for that is 'outreach to nowhere.'"
