I think what this really shows is a lack of knowledge on the author's part of what NCLB is actually about. Little else.
This is a bad thing for students and teachers. It does not indicate that the schools are bad; they are but this doesn't indicate that. What both students and teachers need is fewer standardized tests and more money for teachers (smaller classroom size being the best path to increased success) and materials. That's going to mean an income tax on the super wealthy which this state has plenty of.

@4 Let me see if I got your argument straight... the minimum wage is the only thing that contributes to a higher cost of living.
That's ridiculous. Anyway, the difference between the minimum wage in Seattle and San Francisco is less than a dollar/hour.
