You are mistaken about people being allowed to take the dog tags when the exhbit was first up. It was not permitted. It is true that people could walk on it at first, but the piece suffered tremendously and SAM had to change the rules.

To which I'd add: the Labor folks who got to know McGinn during his Great Cities stint found him to be unciritical of any developer or project that he perceived as promoting density and transit, and flatly unreceptive to working class concerns.

It's not just that he hasn't reached out to unions (though to my knowledge, he's studiously avoided doing so).
It's that throughout his Great Cities days, he went out of his way to diss labor folks.
