They might have wanted him to be, but he's been middle of the road since the day he got elected against a dumb, entitled twat who thought she deserved to win the election no matter how little effort she put in. He was hailed as a Teabagger hope during the election campaign. Conservative Republicans and teabaggers celebrated his election. But you are right, he can't really be anything more than a moderate conservative (if even that) in MA. The conservatives just conveniently ignore that.
