From the facts presented, treating the feminine identity as an entirely different person than the male identity, and the use of quotes around gender pronouns, I'm also raising the level of scrutiny on what is being reported. This sounds like a classic case of someone transitioning and being persecuted because of their gender identity. Laws banning identity theft and misrepresentation have been used to target and prosecute genderqueer and transgender people. The facts used to support this so called masquerade, with the exception of lying about one's age, mostly sound like legitimately undertaken steps to transition. (e.g. using a name that comports with one's gender identity, trans men frequently bind their breasts (that what the "back brace" probably was), trans men frequently "pack" with a prosthetic penis). He appears younger than 24, and trans men are often perceived as younger than they are--so even lying about his age, while inappropriate, could be reasonably motivated by a desire that isn't lewd.

The trans community is afflicted with high suicide rates, high unemployment rates, high rates of drug and alcohol abuse and sky high rates of homelessness because of rampant transphobia.

I just don't want to see this blow up into the shitstorm of transphobia I anticipate. To reiterate, pedophilia is wrong. Let's just focus on the adult having sex with a minor part rather than the fact that he had a prosthetic penis, bound his breasts and was once identified as female.
