The Prison House of Being/Central District/Tues Nov 29/6:12 am: Officer Leonard reports: "I was dispatched to investigate a hit-and-run accident at 23rd Avenue and Madison Street. Upon arrival, I made contact with the victim and observed the damage to his vehicle. The victim stated that he came to a stop at the stoplight on 23rd Avenue and Madison Street, facing northbound, when he saw a large white pickup truck coming on him from the rear. The pickup truck struck the victim's vehicle in the rear. The victim exited his car and was looking at the truck's license plate when the suspect drove away, westbound on Madison Street. While speaking to the victim, I heard on the radio several reports regarding the same white truck hitting other cars.

"Officers were dispatched to those locations. One accident was located at 17th Avenue and Harrison Street. A second was located at the 400 block of 19th Avenue. A witness called 911 and said that a white truck was stuck on someone's lawn at 20th Avenue and Pine Street. Officer Schmidt arrived and took the suspect into custody.

The suspect was then taken to the precinct and placed into a holding cell until the necessary booking paperwork could be completed. Once inside the holding cell, the suspect stated he was cold, so I gave him a yellow blanket. The suspect became aggressive and stated he wanted a better blanket. When I informed him that was all the blankets we had, he started to scream and cry. About two minutes later, he started banging and pounding on the door of the holding cell with his head, stating that he had to go to the bathroom.

"When we took the handcuffs off of him and had him enter the bathroom, he said he wanted to close the bathroom door. We advised that we would not be closing the door. He started yelling that he couldn't go to the bathroom with people watching... He never used the bathroom and was placed back into handcuffs and returned to the holding cell. He began banging his head on the cell door, then he began banging his head on the concrete wall of the cell.

"I completed the booking sheet, gathered the necessary paperwork, and placed the suspect into the back of the patrol car. He began banging his head on the Plexiglas window cage in the car. (See in-car camera footage.) I rode with Officer Schmidt and we transported the suspect to the KCJ for booking. At KCJ the suspect was asked by jail personnel to step from the car. He did so and immediately ran his head into the cinderblock wall. Jail staff restrained the suspect's head. Inside of the elevator to the booking room the suspect hit his head on the elevator wall two more times before the staff could restrain his head.

"At the booking counter a nurse was called because blood was trickling from the suspect's forehead. The KCJ nurse declined to accept the suspect. Officer Schmidt and myself transported him to HMC for treatment of wounds. At the hospital the suspect was secured to the hospital bed. HMC staff was advised to call SPD East Precinct when the suspect was ready to be transported to KCJ."
