Enter The Esurance Capitol Hill Block Party's "Block Star" Contest!
The winning band gets to play on the mainstage at the Block Party, and their song will be nationally televised in a national television commercial among other amazing prizes.

Here's your chance to break out of the underground, get national television exposure and make it on the radar of Seattle's tastemakers. The Block Star winner will get the promotion and tools to help them take the next step in their career, or at least enjoy their 15 minutes of fame. Woohoo!

Entries due by May 18. Bands will be selected by June 5.

Showcase and final judging live at The Vera Project June 15.


HOW TO ENTER: Submit audio recording(s), bio and photo by signing up to The Stranger's Band Page. Be sure to click the box next to "Sign me up for the Block Star Contest!".

• A panel of judges from 90.3 KEXP radio, The Stranger, Mackie, 107.7 The End, and other respected music biz folks will review the submissions and choose 8 semi-finalists to play a showcase at The Vera Project June 15th.

• The judges at the Vera Showcase will pick the winner out of the group of 8 bands performing that night.

The 2007 Capitol Hill Block Star Grand Prize Package includes:

Official Rules

The Esurance Capitol Hill Block Party "Block Star" Band Contest

Valid from May 1, 2007 through August 1, 2007

WHO CAN ENTER:

1) Entrants must be residents of Washington State and legal residents of the United States.

2) Employees of The Stranger, KNDD, KEXP, Esurance, Mackie, their respective affiliated companies, employees, distributors, advertising and promotion agencies (collectively, the “Sponsors”), any other Seattle area radio stations and the immediate family and household members of each are ineligible. Immediate families include spouses, grandparents, parents, siblings, children, grandchildren, roommates and cohabitating partners.

3) Among other things described below, The Capitol Hill Block Party may require proof of age, identification, residency and/or social security number prior to delivering a prize.

4) Only one entry per artist/band in this contest will be permitted.

ENTRY PROCESS:

1) No purchase is necessary to enter or win.

2) The entry period is from May 1, 2007 through May 18, 2007. To enter the contest, an artist/band must submit at least one song for consideration to the website: www.thestranger.com/bands in the formats specified by that site. The song(s) must be original, created and performed by the person submitting it.

3) All entries must be received on the website www.thestranger.com/bands no later than MAY 18, 2007 at 11:00pm PST

4) The Sponsors are not responsible for lost, late, or misdirected mail or electronic mail. Sponsors are not responsible for any technical difficulties experienced due to loss of phone service, electronic problems or any other factor that may prevent an individual from receiving or completing a phone call or accessing the Capitol Hill Block Party website, or for any technical malfunction related to any telephone connection, servers, routers, or any other technical problem that may impact participation.

5) Incomplete entries may be disqualified in Sponsor’s sole discretion.

CONTEST WINNERS:

1) Judges designated by The Capitol Hill Block Party will choose 8 bands to compete in the Finals for the Grand Prize. Finalists will be contacted by The Capitol Hill Block Party. The 8 selected finalists will be posted on www.thestranger.com/blockparty. Selection of the top 8 bands will be in the sole discretion of the Judges, on any criteria they deem desirable, and is not subject to dispute or appeal.

2) Finalists will be contacted by The Capitol Hill Block Party by telephone or email as they are selected after May 18th 2007. Sponsors will only be required to leave one message/email at the number/address provided by that entrant and if no answer or answering machine is reached, Sponsors will not be obligated to attempt any further contact. However, Sponsors reserves the right, in its sole discretion, to attempt to contact any entrant more than once and shall not be required to attempt to contact all entrants an equal number of times.

3) Selection of the Grand Prize Winner will be in the sole discretion of the Judges and is not subject to dispute or appeal.

4) The Grand Prize winner will be announced after June 15th on a date to be determined by The Capitol Hill Block Party. Grand Prize Winner is not subject to dispute or appeal. Grand prize winner will be notified by telephone or email as well as posted on www.thestranger.com/blockparty.

5) The Grand Prize winner, will be invited to perform at The Capitol Hill Block Party, Location, date and time to be arranged by The Capitol Hill Block Party. The Grand Prize winner will also win the opportunity to have their music featured in a national Esurance animated commercial subject to Esurance and The Grand Prize winner coming to terms on a license for synch rights and master use rights for the Winner's song. Compensation for the song being used in the Esurance commercial is promotional only. If the grand prize winner is unable to perform at The Capitol Hill Block Party they forfeit their prize and The Capitol Hill Block Party will choose an alternate winner. If the Grand Prize Winner does not come to terms with Esurance by June 30 they forfeit the Grand Prize and The Capitol Hill Block Party will choose an alternate winner.


6) The Capitol Hill Block Party is not responsible for providing transportation, equipment or amenities to any band selected for the Finals or the Grand Prize Winner

PRIZE(S)/ODDS OF WINNING/SIGNIFICANT RESTRICTIONS AND REQUIREMENTS:

1) Odds of being selected as a Finalists depend on total number of entries. Odds of a Finalist winning Grand Prize will be no greater than 1 in 5.

2) Finalists will not be awarded any prize in this contest. Subject to the requirements, restrictions and limitations described in these contest rules.

3) Grand Prize Winner will receive: An opening spot at The eSurance 2007 Capitol Hill Block Party, TBD location and date

4) If the Grand Prize Winner is forfeited an alternate grand prize winner will be selected.

5) The Sponsors reserve the right to examine identification and may reasonably choose to accept or deny awarding the prize based on the identification presented.

6) Regardless of the circumstances, there will be no cash alternatives for prizes.

7) Grand Prize has no monetary value. However should the issue arise, Winners are responsible for paying all local, county, state and federal taxes on the prizes won based on the estimated retail value of the prize received and will receive one or more IRS 1099 for the value of the all prizes received.

OTHER CONTEST RULES:

1) By participating in this contest, each entrant hereby consents to The Capitol Hill Block Party and our sponsors including but not limited to KEXP, KNDD, eSurance and The Stranger using the contestant’s name, voice, likeness, biographical information, entry/essay contents, his/her participation in the contest, and the substance of the contestant’s entry (in whole or in part) for on-air broadcast, recording and for advertising and promotional purposes. Entrant agrees that no compensation will be paid for such usage.

2) In the event of any dispute or contest rule interpretation, The Capitol Hill Block Party Management shall be the sole arbiters in all matters relating to the contest and the interpretation of contest rules. The decisions of The Capitol Hill Block Party Management shall be final.

3) Entry into this contest constitutes agreement by contestant to abide by these rules.

5) The Capitol Hill Block Party contest is subject to all applicable laws and regulations and are void when prohibited. Sponsors and their parents, subsidiaries, officers, directors, employees, agents, and affiliated companies, accept no responsibility of liability in connection with any injuries, losses or damages of any kind caused by or resulting from (a) participation in the contest and/or (b) the acceptance, possession and/or use of any prize awarded hereunder.

6) The Capitol Hill Block Party reserves the right to change, alter or modify these rules at any time with or without written notice. These contest rules supercede, to the extent only of any conflict, The Capitol Hill Block Party's general contest rules.

7) The Capitol Hill Block Party reserves the right to end or stop any contest at any time and for any reason.
