At this late stage, barring some major capitulation on one side or the other, I can't envision this passing. The Freedom Caucus won't support it without Ryan agreeing to completely scrap all the provisions of the ACA, and Ryan can't do that without risking losing support from more moderate Republicans in the House. So, essentially it's a stalemate.
Which frankly, is fine with me, because it's not like the GOP is going to come up with anything significantly better than this - and we already know how bad it is - which basically means the ACA remains in-effect.
And the Democrats didn't have to lift a finger or make any threats, so win-win for them.
I don't think Ryan's plan was ever meant to pass. Basically everyone hated it since day 1, and no one really thought it had much of a chance to begin with.
It really seems like this whole thing is just a way for Trump to embarrass Ryan for his waffling and weak support of his campaign. Wait and see, when this plan gets voted down bigly, Trump will say he had no part in it.
