Bad news for King County Executive Dow Constantine: County council member Dave Upthegrove is not into his idea to increase the sales tax to fund arts and science education.

Worse news for Constantine: Upthegrove chairs the county council's budget committee—the group that was set to vote tomorrow on whether to send the sales tax plan to the ballot—and he's yanking it from the agenda.

That means that, at least for now, Constantine's proposal is dead.

Today, Upthegrove announced that he will pull his fellow Democrat's proposal from tomorrow's agenda because a sales tax is too regressive and he doesn't support Constantine's proposal for where the money would go.

“This is the wrong proposal at the wrong time," Upthegrove said in a statement. "As currently configured, the funding is distributed in an unfair manner that hurts, rather than helps, our efforts to achieve equity. The sales tax burdens working class folks the most, yet the lowest income parts of our county continue to be neglected.”

Upthegrove said he may be open to reconsidering the tax next year. A spokesperson for Constantine was not immediately available for comment.

It's not clear what happens now. Another council member could "walk on" the legislation at Monday's full council meeting, but would need a majority of the council to agree. At least one member, Council Chair Joe McDermott, supports Constantine's proposal, but a source at the county council says Upthegrove doesn't believe a majority of his colleagues would vote for the tax. A spokesperson for the Access for All campaign said the group is not yet admitting defeat and believes the tax has "strong support from other council members" and strong support from people in Upthegrove's district.*
