Lindsay has flat-out lied about how sweeps are carried out, and about the fact there are hardly any places for people to go when they're kicked out of their tents. Yes, people in the Mayor's Office have to say what the Mayor tells them to say, but doing that doesn't recommend Lindsay to take Holmes' job.
