My guess is the kind of person who leaves a shared bike in a quirky place isn't poor. I would bet my bottom dollar that he (and almost certainly a he) can afford to play these bad games with these bikes: submerging one in Lake Union or, worst of all, placing another on top of the Fremont trollā€”one of the monuments of quirky Seattle (the other being the Lenin statue that attracted lots of tea and Trump people recently).

Irresponsible parking is something that can be blamed on the newness and popularity of the program. There are no excuses for quirky parking. If this kind of thing is caught by the eyes of the law, it must be punished with the same force that Kenyans punish people and businesses who use wasteful plastic bags ("Kenyans risk 4 years in jail for selling or using plastic bags").
