There is a very simple and extremely effective solution to any restaurant experiencing "chef shortage."

Offer your cooks higher wages.

Like, noticeably higher wages.

Not just a buck an hour higher than the place across the street. If you want to get and keep good cooks, you're going to have to break out of the mindset of "but this is the going industry rate, everyone knows that and why should I pay more" and "oh we can't possibly change that line in our costs accounting spreadsheet and we won't even consider raising prices."

Who knows, higher wages might even help with the chronic stress-related problems you find in so many restaurant kitchens.
