It's early—maybe too early—but I'm laying bets on this one:

First, because "baby wipe horror" is a three-word masterpiece. You're not sure what it is—you're not even sure you want to know what it is—but you're sure it isn't good. The addition of "man" ramps up the potential for awfulness. (What horrible thing did the man use a baby to wipe up? A razor-blade spill?)

The "admonished" comes as a surprise and sends the whole thing skidding off into an odd direction. Is an admonishment really sufficient for a man who made something horrible happen involving a baby and wiping? So you click through and... the headline has done its job. It made you read a story that you didn't really want to read.
