Boy With the Tattoo of the Murder He Committed

LA Times:

The Sheriff’s Department photographed an extensive tattoo of Garcia's after picking him up during a routine traffic stop. The measure is routine with suspected gang members. Later, a detective investigating a 2004 slaying outside a Pico Rivera liquor store was flipping through photos when he was stunned to see the crime scene inked in precise detail across a young man’s chest.
The gangbanger, who is now serving time for the murder, made the news this week when it was discovered that, with assistance from his father, he was receiving, cashing, and sharing his unemployment checks.

I wonder if it would be possible to pass a law that knowingly giving money to a felon on the lam would be aiding and abeting.

How does a traffic stop give police the right to document someone's tattoos? Suspecting someone is a gang member doesn't seem like enough cause for that kind of a search.
