I suppose there's a reasonable debate to be had over what Initiative 1183's authors really meant when they wrote that "no single sale may exceed twenty-four liters." Is that 24 liters a day? A second? Can you buy as many liters as you want as long as you split it up among different receipts, and if so, what the fuck's the point of having a 24 liter limit at all?

But the bigger point here is that the initiative process is a stupid, stupid way to write complex legislation. This is the sort of ill-conceived language that would've gotten debated and hammered out in committee, had there been one, instead of being tossed in by a Costco lawyer on a Kirkland brand vodka bender.
