This does not sound like al Qaeda:

A university spokeswoman told CNN affiliate KXAN that a male claiming to be with al Qaeda called the university and said that bombs were placed all over campus, and that they would go off at about 10 a.m. CT (11 a.m. ET).
A person threatening to bomb a university and not, say, a popular tourist destination or some symbol of American national pride? This just does not sound like al Qaeda.

UPDATE:
Is al Qaeda also operating in North Dakota?

Just minutes after reports surfaced of University of Texas-Austin being evacuated due to bomb threats, North Dakota State University in Fargo is being evacuated as well because of a bomb threat.
Maybe they even have a base in Idaho.
