It is a relic of a public ideal that entered its twilight years 40 or so years ago (which is around the period that saw the explosion of the American prison population, the government's invention of the mortgaged-backed securities, the transition from a macroeconomic program grounded by the Philips curve to one all about a central bank's management of interest rates). Though the picture was taken on a sunny day (flowers everywhere, seed puffs floating through the limpid air), the public fountain is always in the night of its times.
