I don't think the money goes out unless impeachment happens.

$10 mil is a pretty good chunk of money, and more than enough for someone to commit political suicide, even after taxes. John Gotti wasn't invincible either, it just took time and perseverance.

He tried the same thing with George W Bush. No takers.

But then again, the Bush family has real money. All the Trumps have is a line of credit with Russia.
