The alleged incident happened in 2006 at Portland's Hotel Lucia.

The woman who is alleging the assault filed a complaint, via her attorney, two months after the night in question, but then "didn't show up for three scheduled interviews with police investigators."

She apparently chose not to pursue the matter for a time, and then in 2009 gave a very detailed statement that took a while to find its way into the press, and is now everywhere.
