A disturbing report from Slog tipper Brian:

This morning, I saw a man jaywalk (run) across Denny in Capitol Hill, looking confused and disoriented. He stumbled too many times and landed face down in the middle of the lane. When he came to, I saw that he had an ID on, and he wasn't exactly dressed like someone who runs confused through busy streets. Then, on my walk to work, I saw several more people in clean, new clothes looking completely disoriented, and all of them had some sort of ID on. One man had on either a Burberry coat or a knock off of one, and brand new Nikes. So, I'm new to Seattle, but I'm wondering what the deal is here. Is Friday the day that the various health services around town release the down-on-their-luck folks, giving them some new clothes along the way? I know that Seattle has its fair share of folks that need help, but I'd never seen anything like this before. All just a coincidence? Or just people that haven't had their morning coffee?
