I can see that happening in Latin America as well. And probably Asia, too.

A balcony collapsed in the Castro district in San Francisco 15 years (or so) ago. It's not just Africa that has crappy construction.

If there is a party on a week balcony don't attend. Growing up our neighbor's house had a shoddy balcony, we weren't ALLOWED to go on it.
