@2 - Kinda. He's basically asking for abortion to become an issue decided by each state. Essentially, its a bill that attempts to overturn Roe v. Wade without a pesky constitutional amendment.
You know, I'm normally all pro-democratization and stuff, but there used to be a time when candidates for the US Senate didn't say things like "I cannot be wrote in". Way back in, say, 2008.
According to Publicola, when Didier asked Rossi to back his agenda in exchange for an endorsement, Rossi said he would "think about it". But aren't abortion, low taxes and limited government key planks in the Republican platform? What does Rossi need to think about? Must need to check with his Wall Street buddies and see if bailing out banks conflicts with budget deficits.
Am I reading this wrong, or is he asking that abortion laws be exempt from our checks-and-balances form of governance?
