Sadly, @2 is correct.

They can't get enough voters to approve that insane tunnel no matter how hard they try to slice it - if they do a City vote they can't get support, if they do a County vote they can't get support, and if they do a Statewide vote they'll be lucky to get 20 pct of the required vote.
