A nice bill would be to require for each carrier/phone company to give you the option to block any call that fails to identify itself or to blacklist numbers.

I agree with Joe, but I happily pay $10 a year for an app called "Mr. Number" that does all of that. It's worth every penny. Of course, it's not much help if you don't have a smart phone.

Not that I love this bill or anything, but how about people just not pick up the phone? I already get a ton of telemarketing calls* on my cellphone since credit scammers don't give a shit about the law.
