Her attendance was absolutely pathetic while she tried to do both, the Congress and the Presidency are both focused on national issues, and Minneapolis-St. Paul is an easier commute to DC than Seattle is. If anything, choosing to give up the position shows his commitment to running for Governor.

Inslee was a minority democrat in a majority republican house, in one of the most polarized congresses in history. Pretty much any congressional vote he might have taken between now and November would have been like pissing in the wind.
@8, There will be no appointment or special election—Inslee's seat will remain vacant. That said, his offices will remain open, and constituent services will continue to be provided.
