In response to Will, why don't we sunset all spending programs after 5 years, except basic education (constitutionally protected)? Why are tax exemptions always the target instead of the spending? That is the bigger problem, not necessarily tax exemptions.
@2 - because spending is variable and is under constant analysis, whereas exemptions don't get counted most of the time, even if they result in just as much tax impact.
