Both Alberta and Québec, as you point out, are the two provinces that have made the greatest strides towards offering a privatized health insurance option alongside provincially-run, federally-mandated Medicare (that is, the original Medicare, which is Canadian). There was the 2005 Supreme Court of Canada ruling which gave Québec residents the option to go private.

Alberta, under the Ralph + Ed Show, just wants to be Texas without the outstanding food or gorgeous wildflowers. (Sorry, wild rose.)
