All City Council has to do is ...

Just Say NO to any exit lanes or arterial lane changes for anything that isn't a transit-only lane (HOV-6 (shuttles), BRT, Bus, light rail, monorail, etc).

Not much the state can do about it. They're not building those lanes, so their garden hose will just back up with nowhere to go.

@1 The state will just threaten to withhold other highway funding, for other projects, repairs, etc. Sometimes you use a carrot...other times the stick.
