What the hell does "cap n' tax" mean anyways? Are they saying you wouldn't be able to trade your carbon credits because it's a tax and you can't trade taxes or does it mean that you can trade your taxes and all these years I could have sold my tax return to some rich dude? I'm confused, it sounds catchy but it makes absolutely no sense.
