@2 -- Sometimes they drag their dying friends to the street and then call 9-1-1. Sometimes they crawl out from under the bridge, leave their friend behind, then call 9-1-1. Sometimes they just leave their friend's apartment and let them die alone.
Almost always they check their friend's pockets for money or more heroin.
This still doesn't protect anyone who provided the drug that the person took, even if that was the person that called 911. So when you hook your friend up with a balloon and they shoot too much and die, it's still your fault and you will go to prison.
You kind of make my point. You can't really encourage people who only give a damn about drugs to give a damn about anything else.
The problem isn't that there isn't a good samaritan law but that there are people who feel their high is more important than the lives of others.
But who is to say. The situation we have has resulted in abandoned bodies as noted about. Maybe, and it is a strech, the jonesers could start giving a damn about others and maybe they would give a damn about themselves.
The cynic in me thinks this is a cop out by the powers that be.
@2: A year or two ago, some high-school students from a town adjacent to my hometown were out drinking, when one of them fell through a skylight in an abandoned building they were on top of. It was a fairly big fall, and the poor fellow probably died instantly, but when someone heard the commotion and came to investigate, do you know what the other kids said? "Don't call 9-1-1, we're all fucked up."
When people are also under the influence, they might not make the decision necessary to save a friend's life. That's the danger of any drug.

There are plenty of good people who watch their friends OD and call for help. The shouldn't get in trouble for doing the right thing. Now they won't.
It's just like dear mom always said: If you aren't sure if your friends will call 911 before dragging your body to the street to die, they're not really your friends.
How about we just call this the "We won't arrest you, asshole" law?
So people were watching others OD/die but would not say anything to avoid getting in trouble?
I get that the "war on drugs" was stupid.
There should be a corresponding law that people are required to report ODs.

I'm not against the law.
