Is a woman a bad mother for knowingly having a baby with Down syndrome? Take Palin out of the equation for the moment. I would say that it is the wrong ethical decision, but the woman could still be a good mother for the quality of life the child has. By being pro-choice, I would say that its worthy to respect that choice -- even though I disagree with that choice.
To be fair to the military survey, the point about " the pentagon never surveying troops before" is a bit moot.
Our 21st century army is totally volunteer, mostly by low income individuals who have had the least education. Army enrollment is extremely important and gauging what the troops "might" do is more important than it was years ago. Although I think that when presented with their combat buddies being gay, they will change their attitudes that they might put on any survey.
