Not a bad list - but its more of a "most successful" comedian of the year list. I mean just because Austin Powers 2 was a big hit doesn't make Mike Myers any funnier in 1999 than he was in 1998. And certainly not funnier than Chris Rock in 99 (or any year for that matter).
Nothing in the world makes Robin Williams funny, no matter how big a year Mork & Mindy had. Steve Martin is definitely funnier - even if he spent the year kayaking instead of performing.
Simmons is pretty pop-culture savvy. That said I take issue with Billy Crystal for no other reason than he just annoys me. Funniest person 2010? Gotta go with Louis CK.
Rob Brydon is the funniest person who has ever lived. You wouldn't know it from "Gavin and Stacy" which is funny but not THAT funny (though Brydon's the best thing in it), but his series with the great Julia Davis, "Human Remains" is the funniest thing that has ever happened in the universe, followed closely on by "Marion and Geoff" (which takes place entirely in his car, filming himself as he stalks his ex-wife).
It's hard to see Jim Carry on there, but he was Hollywood comedy for that short run. It was a very bad time for Hollywood comedies.
I would've waited to give it to Chappelle for Season 2, and wish Cobert had started 2 years earlier, just so the list filled out correctly since Tina Fey and Larry David deserved it more for those years.
(And I really like Bill Simmons, but I think he's wrong about Daniel Tosh being the Evolutionary Joel McHale. I get why he'd say that, but I think Tosh established himself nationally better as a comic first and then a clip show host, while McHale, despite his Almost Live tours of duty, didn't get national exposure until his clip show hosting, which has since lead to other good things for him.)
Real actors are often funnier than comedians. Take Jim Carey and Adam Sandler, two professional comics, and I recognize that they're wildly successful, and that's great, but I don't believe I've ever laughed, watching them. Then compare with Robert De Niro, not a comedian as such. In Jackie Brown, which was not even a comedy, really, De Niro was hilarious.

yeah, that list was "meh, ok" at best, just because it's comprised mostly of snl stars and notably unfunny commercial successes. bill murray and richard prior being obvious exceptions. i mean, adam sandler in 1998? mr. show came out in 1998, are you going to tell me that adam sandler is funnier than david cross? because if you are you're a fucking moron.
Looked up the Sam Kinison spot out of curiosity and just... wow. That is some ridiculously unfunny shit right there. I made it through about four and a half minutes before I turned the thing off with a sigh. Maybe it's a generational thing, but I just don't get it.
