I worked in this neighborhood when I lived in Pittsburgh. I saw this guy around, and yes, he is creepy. He wasn't wearing the dog costume in public yet, though.
Pittsburgh is apparently a hotbed of furries. It's where they have their annual convention. Don't know when that happened, but it's been since I moved 8 years ago.
@7 Anthrocon moved in a couple years ago, and will be here for years to come (I think their current contracts go through something like 2014). Every year we get the same B-roll footage of a woman walking down Grant Street in a pant suit and fox tail and ears. At least it gives us some free entertainment and a boost to the local business each June.

Though that guy - Boomer - he really is creepy. When I worked in Green Tree, I'd see him on the bus sometimes. He just gave of a weird vibe.
