The main problem is land value. The property value makes any such decision highly unlikely and not helpful for artistic endeavor.

Find a spot near a future light rail station and do it there.

Great idea! Unfortunately the building has 2 years of retrofitting until it's ready to lease.... Which also means it will probably be damn expensive.
