The main problem is land value. The property value makes any such decision highly unlikely and not helpful for artistic endeavor.

Find a spot near a future light rail station and do it there.

Great idea! Unfortunately the building has 2 years of retrofitting until it's ready to lease.... Which also means it will probably be damn expensive.

i know that doug aitken was planning a "happening" there a couple years back - with michael darling when he was still at SAM. too bad the funding was too shy!
