Between when and when? 1968 and now? Just in your lifetime? Because drug prohibition in the U.S. is relatively new... not even 100 years old yet. And the experiment doesn't seem to have had the desired results.

@2, I'm afraid I've lost the link, but apparently one factor is becoming a parent. There seems to be some indication that people think drugs should be legal and regulated when thinking about their own usage. However when you get older and have teenagers you start to get a lot more jumpy about it. Sure YOU knew what you were doing, but what if something happens to junior? A lot of people have "evolved" their views on this basis.
Also, despite their outsized representation in the culture, the so-called "flower children" (as the daughter of one of them, this is a term they pretty much all universally despise) where actually not a huge proportion of the population. Even if every single one maintained their views on the subject and passed them on to their children, the majority of the country still would need convincing.

Never mind that the drug war has become bigger and nastier and more counter-productive every year. In the old days "drug war" was hyperbole. Now it's a real thing, with real armies, automatic weapons, warlords and massacres. Add to that the fact that most politicians kids are neither the race nor the class most likely to suffer the worst side-effects of the drug war, and you can easily see how it will get worse before it gets better.
