The big difference is between museums as public institutions (like the Smithsonian and the Henry Art Gallery) and museums that are not extensions of state and local government.

The public institution has a larger obligation to the public, in terms of reflecting the constitution.

Jill: Interesting distinction that raises a whole new set of dilemmas. I'd be interested in how this actually distinguishes the Henry, since the Henry is a hybrid -- partly a segment of UW but also an independent nonprofit run by a board of trustees like any other non-governmental museum.
