No, I don't think there was hush money but I would allege that Potter was spreading the money around certain communities in order to create relationships that would carry over to his new venture. The circumstances around the payments leads me to wonder if it was a "you scratch my back and I'll scratch yours" mentality being created.

There will certainly be a lot of people with damaged reputations when this is all done.
And keep in mind, the School Board did know about this issue months ago, didn't want to listen, didn't want to connect the dots and yes, they should be held accountable.
Four of them are up for reelection this fall (should they choose to run).
The back scratching is how things get done in Seattle. You want a levy for x. Then the supporters of x should put together some fund raiders. It's politics. So is denying that it goes on with every cycle.
